What a Pet Health Plan Is
UK practices sell monthly or annual subscriptions that bundle listed preventive work. The CMA veterinary investigation treats pet care plans as a product that owners should be able to understand before they join. Practices may call the product a health plan, care plan, or wellness club. Those are provider labels, not a legal product class. Whatever the name, you pay in advance for items the practice has listed.
GOV.UK guidance still treats the choice of practice, and of treatments, as yours. Joining a plan does not remove that choice.
How It Differs from Pet Insurance
Insurance is designed for unexpected illness or injury, subject to the policy. A health plan is designed for items the practice already expects to do on a schedule, such as vaccinations or parasite prevention. Some businesses sell both. They remain different contracts. Do not assume a monthly practice plan will pay a surgical bill.
What Published Packages Usually List
